According to the AT-X 242 AF's product description all Tokina AT-X zoom lenses are parfocal.
The lens is based on the old Angénieux AF 2.6/28-70's optical and housing design. It features an inner moving lens tube with a static outter barrel, allowing for a fixed position of the filter thread and hood mount. SV is short for Super Value. The lens was a budget version (compare to Pro version).
